RE-APPOINTMENT TO THE FAMILY COURT OF AUSTRALIA

Attorney-General Philip Ruddock today announced the re-appointment of Richard Foster as Chief Executive Officer of the Family Court of Australia, from 1 May 2005.

Mr Ruddock said during his tenure as CEO, Mr Foster had overseen the introduction of a new case management system at the Family Court and the provision of registry services to the Federal Magistrates Court.

“Mr Foster’s re-appointment ensures his excellent contribution to the work of the Court continues,” he said.

“He has had extensive, high level experience in court administration over the past 20 years and has exhibited strong leadership during his time at the Family Court.”

Mr Ruddock said the re-appointment came at a critical time as the Government set about implementing the most significant reforms of the Family Law Act since it was introduced in 1975.

“The Government’s reforms, in response to the House of Representatives Standing Committee report ‘Every Picture Tells a Story’, are aimed at easing pressure on the court system and families by providing greater opportunities to resolve family law disputes without resorting to litigation,” he said.

“There will also be improved service delivery for those who do go to Court, through the combined registry and less adversarial processes in children’s cases.”

Mr Foster has been the Chief Executive Officer of the Court since 1 May 2000. Prior to his appointment as Chief Executive Officer, Mr Foster was the Executive Director, Court Services, with the Ministry of Justice in Western Australia.

He was the Registrar of the District Court of South Australia from 1990 to 1994 and Registrar of the Magistrates Court of South Australia from 1987 to 1990.

Mr Foster was a member of the Australian Institute of Judicial Administration’s governing Council from 1992 to 1998. He served as Chairman of the Australian Court Administrators Group from 1998 to 2000.

Mr Foster’s re-appointment is for a period of five years.
