New University Places Provide More Opportunities for Victorian Students K201a 24 August 2001

New university places announced today by the Minister for Education, Training and Youth Affairs, Dr David Kemp, will provide thousands more Victorian students with the opportunity to take up higher education.

Victoria received one of the largest shares of the 2760 university places announced by the Howard Government. The innovation package, Backing Australia’s Ability, included 2000 new places each year for five years in the priority areas of maths, science and information technology. A further 670 new places a year specifically for regional Australia were announced in the Budget.

The Minister today unveiled the names of those universities that have won the new places.

'The Howard Government has recognised the excellence of Victoria’s universities and their commitment to flexible and innovation higher education delivery,' said Dr Kemp.

The new places will be shared by six Victorian institutions, including:

 By 2005, when next year’s newly enrolled students have moved into the senior years of their courses, and many new first year students have arrived, the Federal Government will be funding 1,305 extra university students a year in Victoria. Over four years this equates to 3,705 new fully-funded equivalent full-time student places for Victoria, (with a 'funded place' defined as one full-time student for one year).

'I congratulate the Victorian universities which have been successful in winning a proportion of places available across the country. The proposals of these universities, and indeed all universities, demonstrated excellence and forward-thinking in the planning of higher education delivery,' said Dr Kemp.

The 2000 new fully-funded innovation places are part of the Government’s Innovation Action Plan, Backing Australia’s Ability. The Government committed $151 million over five years to provide 2000 new additional higher education places for Australian universities each year (equating to 21,000 new full-time equivalent undergraduate university places over the five years) in the fields of information and communications technology, mathematics and science.

'These places will provide even more Australian students with the opportunity to study mathematics, science and information and communications technology at university, which in turn will build the nation’s skills base by providing people with the necessary skills and knowledge demanded by the technological revolution,' said Dr Kemp.

A further 670 fully-funded places were announced in this year’s Budget especially for regional universities and campuses in areas of high demographic growth. The Government committed $34.8 million over four years, which will see the number of new fully funded regional places total 5,226 over that time.

'The new university places will also increase opportunities for young people in regional areas, while also helping to address skills shortages in key specialist areas.'

'The calibre of successful applications showed the universities’ commitment to providing flexible and innovative programmes and services to their regional students,' said Dr Kemp

The places will be used for teaching and learning in a number of areas across Australian institutions, including information technology, photonics, engineering, mathematics teacher education, nanotechnology and optoelectronics. They will also provide opportunities for more students to study at regional campuses and universities, as well as helping establish some new delivery sites to improve participation rates in some under-serviced regions.

'As a result of these two initiatives, additional Federal Government funding of more than $145.9 million over four years will create more than 20,800 equivalent

full-time new undergraduate places over four years by 2005,' said Dr Kemp.

Today’s announcement further demonstrates the Howard Government’s commitment to our universities which, since 1995, has introduced policies leading to:

Record student numbers - Australia’s universities are predicting that their enrolments will reach a record 599,000 equivalent full time places by 2003, a 30.5% increase on enrolments in 1995;

Record revenues - total university revenue in 2001 is an estimated $9.5 billion, $1.24 billion more than was available to universities in Labor’s last year in office.

●

Improved access to higher education - rural and isolated students in 2000 totalled 122,132, up 5,258 since 1996; Indigenous students in 2000 totalled 7,682, up 516 since 1996; students from low socio-economic backgrounds totalled 93,011, up 6,079 since 1996.

Higher Education - The Facts

Australian universities are enjoying record revenues with total University revenue in 2001 at $9.5 billion (est) - $1.24 billion more than was available to universities in Labor’s last full year in office.

●

Australian universities are enjoying high enrolments with the total number of domestic student places in 2000 at 464,435 (EFTSU) - up more than 28,000 since Labor’s last year in office

●

Australian universities are enjoying record levels of graduate satisfaction. In a recent report released jointly by the Minister and the Graduate Careers Council of Australia there is evidence that graduate satisfaction is at its highest level than at any other point during the 1990s.

●

Australian universities are projecting that their enrolments will reach a record 599,000 equivalent full-time places in 2003, a 30.5 per cent increase on enrolments in 1995.

●

Under Backing Australia’s Ability, the Government will provide: ● a new Postgraduate Education Loans Scheme to ensure that postgraduate students who want to upgrade or acquire new skills are not deterred from doing so by having to pay fees up-front. Some 240,000 Australians are expected to take advantage of the new scheme over the next five years;

❍

$736.4 million over five years to double funding for the Australian Research Council (ARC) to provide increased support for the Discovery and Linkage elements of the National Competitive Research Grants Programme. This includes 125 Federation Fellowships (each worth $225,000 a year for five years) to keep some of Australia’s best and brightest researchers in Australia and encourage others to come back home from overseas;

❍

$337 million over five years for universities’ project-specific research infrastructure. This will support ARC and National Health and Medical Research Council project grants;

❍

$246 million over five years to upgrade universities’ systemic ❍

research infrastructure; and $151 million over five years for an additional 2,000 university places each year, (or 21,000 equivalent full-time places over the five years) with priority given to ICT, mathematics and science. These places will help to address skills shortages in these fields.

❍

The Government has also committed $34.8 million over four years ($58 million when HECS is included) for an additional 670 new university places each year (or 5,200 equivalent full-time places over the four years) for regional universities and campuses. These additional places will increase the opportunities for young people in regional areas where the demand for higher education is growing.

●

Improved access to Higher Education: Indigenous students in 2000 - 7,682 -up 516 since 1996; Rural and isolated students in 2000 - 122,132 - up 5,258 since 1996; Disabled students in 2000 - 18,926 - up 7,270 since 1996; Students of low SES background in 2000 - 93,011 - up 6,079 since 1996.

Higher Education R&D funding as a percentage of GDP ranks highly in the OECD, ahead of USA, Germany, Japan, Canada, and the UK.
