Commonwealth Submission To The Royal Commission Into The Building And Construction Industry

Minister for Employment and Workplace Relations, Tony Abbott, today announced that the Commonwealth has lodged the final phases of its submission with the Cole Royal Commission into the Building and Construction Industry.

The submissions to the Royal Commission by other parties and the evidence gathered in proceedings to date, confirms serious workplace relations problems in the industry.

The Commonwealth submission is in three phases. Phase one, which was forwarded to the Royal Commission on 15 May 2002, provided an overview of the building and construction industry. Phases two and three were forwarded to the Commission this week. Phase two provides a description of issues of concern to the Commonwealth as both a client and a regulator of the industry. Phase three provides the Commission with a series of options for reform of the industry.

These options include:

a National Code of Conduct for the Industry; ● a National Taskforce to secure a compliance with a National Code; and ● special tribunal arrangements capable of responding quickly and decisively to workplace relations problems in the building industry. ●

The Royal Commission provides a unique opportunity to put in place lasting reforms in an industry of national economic importance, and where genuine reform is long overdue.

The Government lodges the submission confident it provides the Royal Commission with a range of suggestions the Royal Commission can consider in formulating recommendations to ensure that we have a fair and efficient construction industry.
