TRADING IN GREENHOUSE GAS EMISSIONS

 

The House of Representatives Standing Committee on Environment, Recreation and the Arts, chaired by Ian Causley, MP, will hold public hearings in Sydney and Brisbane on Monday and Tuesday, 4-5 May in c onnection with an inquiry into trading in greenhouse gas emissions.

 

The Committee has been asked by the Minister for the Environment to look at the regulatory arrangements that would need to be put in place to support a market in greenhouse gas emissions. The Committee is investigating a range of matters, including:

 

* the measurement, verification and monitoring of emissions and compliance with what is permitted;

* the integration of emissions trading with the development of carbon sinks;

* the allocation of rights to emit greenhouse gases;

* the regulation of a national and international market in emissions;

* the cost of an emission trading scheme;

* the roles of governments and other stakeholders; and

* the impact of emission trading in Australia.

 

Sinc e the inquiry was advertised last November, the Committee has received over 50 written submissions from industry, State Governments, Commonwealth Government departments, environmental organisations and consultants, financial institutions, and scientists. The Committee now plans to hold public hearings, of which the hearings in Sydney and Brisbane are the first.
