OBLIGATION WITH OPPORTUNITY

Today I’m proud to announce a Beazley Labor Government will extend mutual obligation for parents and people with a disability on Newstart, to cover real training.

It’s not easy for people caught in the cycle of welfare dependency to jump clear, but if people are willing to get the training they need, I’ll make sure they get every opportunity to become the smart, skilled workers our economy requires.

Under the short-sighted Howard Government, parents, and people with a disability on Newstart can only attend short term, often entry-level training, for less than a year.

Current Newstart activity requirements and limited childcare support prevent real training opportunity.

Labor will allow a wider range of activities to be used to meet participation requirements under Newstart agreements.

These could include education and training in approved courses, as well as combinations of employment and training. The recipient would need to show that the relevant training would improve their prospects of achieving sustainable employment and financial independence.

To me, obligation is always a two-way street. I’m all about reward for effort. When Australians want to put in, they will get back real opportunities and independence from a Beazley Labor Government.

The way out of the welfare cycle is long-term training for high-skilled jobs. That’s good for families and good for the economy.
