The Australian Energy Market Commission (AEMC) today released its East Coast Wholesale Gas Market and Pipeline Frameworks Review final report.

This report was requested by the COAG Energy Council in February 2015 to review the design, function and role of gas markets and transportation arrangements on Australia’s east coast.

The review has been undertaken at an important and transformative time for the east coast gas market, which has included the recent development of an LNG export industry.

The report outlines a suite of recommended medium and long-term actions to complement this transformation. Following substantial consultation with gas market participants, the AEMC has recommended a roadmap be produced for east coast gas market development that focuses on three key areas:

 wholesale gas trading markets;  pipeline transportation capacity trading arrangements; and  the provision of information.

It is important that we continue the momentum of gas market reform, including the harmonisation of trading start times and the establishing of a wholesale gas price index, to ensure we have efficient, transparent and competitive gas markets for consumers.

I thank the AEMC for their significant work in preparing this report. I will meet with COAG Energy Council colleagues on 19 August to consider the report’s recommendations, alongside recommendations from the recent ACCC east coast gas inquiry, and will respond in due course.
