Boswell calls on the ACCC to stop shopper dockets

Senator for Queensland, Ron Boswell has called on the ACCC to stop the use of shopper dockets by the major supermarket chains. The shopper dockets are being used to cross subsidize fuel and liquor with the purpose of eliminating competition in the grocery and small business sector, Senator Boswell said.

“I call on the Chairman of the ACCC, Mr Rod Sims to act immediately to stop the aggressive use of shopper dockets. The Commissioner has the powers under Section 46 of the Competition and Consumer Act to act and it is time that he used his powers to do something.

“Smaller retailers cannot compete with the fuel subsidies being offered by the major supermarket chains. When petrol is being subsidized at 40 cents per litre as has been done, it is with the sole purpose of eliminating competition.

“The ACCC’s investigation into this issue has taken too long and it is now time for something to be done. The smaller retailers are hurting and the combined newspaper campaign this week by the Australian Retailers Association, COSBOA and the Australian Newsagents Federation Ltd and the Masters Grocers Australia is a cry for help.

“Australia has one of the highest levels of concentration in the grocery sector and something needs to be done to end the anti-competitive behaviour by the large supermarket chains.

“The ACCC must stop the use of fuel discount dockets or it will lead to the demise of smaller retailers who are already struggling to survive in a subdued economy.”
