WIIITE PAPER - PROMISES, PROMISES FOR ABORIGINAL PEOPLE

Today's White Paper on Employment and Growth, delivered by the Prime Minister, made some meagre promises to Australia's indigenous people. When one looks at the detail however, nearly 90% of the money being offered is not

due for delivery until after the next election.

One has to ask the question: Is the Government serious about addressing Aboriginal unemployment which, by any yardstick, is the worst in the country.

We hear incessant rhetoric from the Government in relation to Aboriginal and Torres Strait Islander Affairs and this White Paper is no different. It delivers little assistance to indigenous Australians in the foreseeable future.

Whilst the Government is right to identify the Community Development Employment Projects (CDEP) scheme and the Community Economic Initiative Scheme (GEIS) as important areas to concentrate activity, effectively, the amounts they propose are derisory. I would be more inclined to believe Mr Keating had he been prepared to divert more of the bureaucratic dollar, or

some of the huge land fund dollars, into these worthwhile on-the-ground programs where the need is so acute.

Again Labor is guilty of trying to con the Aboriginal people with promises but little substance.
