INQUIRY INTO THE

LEGISLATIVE INSTRUMENTS BILL 1994

The House of Representatives Standing Committee on Legal and Constitutional Affairs, chaired by Daryl Melham MP, is conducting an inquiry on this bill. The Committee will table its report on 9 February 1995.

The Legislative Instruments Bill establishes a new regime for subordinate legislation - sometimes called secondary or delegated legislation, which includes regulations and other instruments prepared by departments under particular Acts. A great deal of the detail of laws is included in secondary legislation, but

it has been difficult to get up-to-date information on this body of legislation. The Legislative Instruments Bill 1994 will improve parliamentary scrutiny of and public access to secondary legislation.

The Committee held a public hearing on the Bill on 13 December 1994. The second public hearing will be held in

Witnesses will include Professor Lindsay Curtis, Mr Victor Perton (MLA) and representatives from the Attorney-General's Department and the Departments of Human Services and Health, Industry, Science and Technology and Immigration and Ethnic Affairs.
