ALP REQUEST FOR COSTING OF ELECTION COMMITMENTS

On 25 September 1998 in accordance with Clause 29 of the Charter o f Budget Honesty, l received a request from the Leader of the Opposition, through the Prime Minister, to cost a number of the ALP’s publicly announced election commitments.

In accordance with the Guidelines on Costing Election Commitments the Department of Finance and Administration (DOFA) has prepared costings in consultation with the Department of the Treasury as necessary.

A summary of the costing requests is set out in the attached table. The costings indicate the net impact on the underlying budget balance as published in the Pre-Election Economic and Fiscal Outlook document. Costings do not include the impact on Public Debt Interest (PD1) payments.

Notes: 1. Costings indicate the net impact on the forward estimates that were published in the September 1998 Pre-election Economic and Fiscal Outlook report.

2. Costings have been produced on an out-mni basis (ie. they have been price adjusted) where appropnate. This means that the estimates are in the price base of the year to which they relate. For example, estimates for 1999-00 are in estimated 1999-00 prices and estimates for 2000-01 are in estimated 2000-01 prices. Where the ALP has specified a level of funding, this was assumed to be provided in 1999-00 prices, and the prices were adjusted where appropriate.

3. Unless otherwise stated, running costs arc cither assumed to be included in the policy funding or are considered negligible.
