BRERETON'S "COMPROMISE WILL FOOL NO ONE

If reports that the Keating Government ' will adopt a "fast track -slow track" approach to enterprise bargaining, which would give a clear advantage to enterprise bargains involving unions, are true then the Government has obviously caved in to union pressure.

The reported deal between the Government and the ACTU is that enterprise bargains struck with the participation of unions will be automatically approved by the Industrial Relations Commission whereas those not involving unions would run the gauntlet of a

full Industrial Relations Commission examination involving, presumably, the right of unions to object to enterprise bargains struck by non-unionists with their employers...

Such an outcome would represent the defacto maintenance of the current union monopoly over the industrial relations bargaining process.

There would be a strong incentive for employers to deal only with unions because to do otherwise would result in the delay conflict and cost of investigations by and/or hearings before the Industrial Relations Commission.

If this is the Keating/Brereton version of extending enterprise bargaining to non-unionists, then it won't fool anyone.

It would be nothing more than a sop to the trade unions under the guise of extending workplace bargaining to all employees.

It would perpetuate the gross discrimination 'which now exists in the workplace against non-unionists, who comprise 71% of the private sector workforce.

That Mr Brereton is blind to this discrimination was sta,rkly illustrated in his Brisbane speech last Friday when he said „ discrimination on the grounds of union membership will ^be

prevented ..."

His speech did not contain a similar declaration of non-discrimination in relation to non-unionists.
