LAURIE AND MARTIN - THE ONLY TWO IN STEP

Every day brings fresh evidence that the Government's so-called industrial relations reform bill is nothing more than a blatant pay-back 'to the unions for services rendered in the March election campaign.

Yesterday's speech by Mr Ted Evans, the Secretary to the Treasury and, therefore, the Government's principal economic adviser, not only fingered the direct responsibility of the Government for the current level of unemployment. It also had a lot to say about labour market reform.

In dismissing the futility of a jobs levy as a solution to uiemployment, Mr Evans emphasised that micro-economic or structural reform was the key to higher economic growth.

He said "there are now very few economists ...who would deny a relationship between labour costs and unemployment - indeed, doing so would require abandoning some of the most basic tenets of our economic trainina".

He went on to say that increasing the flexibility of labour markets constituted the greatest hope of increasing aggregate economic growth which hoids .the key to lower unemployment,

Given the inevitable caution of bureaucratic language, it would be difficult to find a more damning indictment of the Government's approach to industrial relations change.
