55/2009 27 August 2009

Minister for Finance and Deregulation, Lindsay Tanner today announced the publication of an evaluation of the Attorney General’s Law and Justice Advocacy Development program.

The evaluation, which was conducted by the Office of Evaluation and Audit in the Department of Finance and Deregulation, examined the effectiveness of the Law and Justice Advocacy (LJAD) program and the efficiency of the Attorney-General’s Department’s funding and monitoring arrangements.

The program aims to support Indigenous Australians in developing policy, law reform projects and delivering community legal education and information.

The evaluation concluded that key elements of the LJAD program, Law Reform Officers and the Indigenous Law Centre, play important roles in shaping the legal and policy landscape, and the activities of the program as a whole are likely to contribute to a range of advocacy and education outcomes.

The evaluation determined that further work was required to develop an outcomes framework that makes it clear what results program activities are expected to achieve, by what means, and how these results should be measured.

The report recommended that the Attorney-General’s Department integrate the LJAD program with the Legal Aid for Indigenous Australians program, and that the program’s performance indicators be revised to better reflect the medium-term outcomes arising from advocacy, education and research activities.

The Attorney-General’s department have agreed to the recommendations made in the report and have advised that the report’s findings and recommendations are consistent with the Department’s intended approach for reforming the program.
