SUPPLEMENTARY EXPLANATORY MEMORANDUM

INDIGENOUS EDUCATION (SUPPLEMENTARY ASSISTANCE)
AMENDMENT BILL 1999
OUTLINE
This amendment provides 1999 supplementation on the appropriation amount at Item 9 of the Bill for the period 1 January 2000 to 30 June 2001 (program year 2000) and the appropriation amount shown at section 13B(7) of the Indigenous Education (Supplementary Assistance) Act 1989 for the period 1 January 1999 to 30 June 2000 (program year 1999).
Under Section 13C of the Act, specified funding amounts may be supplemented after taking into consideration changes in an Index determined in writing by the Minister for Finance and Administration. The index used for this purpose is the Wage Cost Index Number 1.
Supplementation is usually effected through the making of regulations each year. Supplementation is currently due to be made on the appropriation amount shown at section 13B(7) for the program year 1999. This supplementation builds into the base of the new appropriation amount for the program year 2000.
The new appropriation amount shown in the Bill for the program year 2000 is in 1998 final prices. This means that this amount incorporates supplementation up to, and including, 1998. To incorporate the flow on effect of 1999 supplementation into this amount, it would be necessary to wait until after passage of this Bill before making the regulations.
Instead, this amendment incorporates 1999 cost supplementation for both the 1999 and 2000 program years. This means that the 1999 supplementation will be available as soon as the Bill receives Royal Assent which is substantially quicker than if the supplementation were made through regulations after passage of the Bill. Regulations for 1999 supplementation will not be required.
FINANCIAL IMPACT
This amendment updates the amounts to incorporate the effect of 1999 supplementation. This has resulted in appropriation amounts of:
· $124 million for the period 1 January 1999 to 30 June 2000; and
· $128 million for the period 1 January 2000 to 30 June 2001.

After item 8, page 6 (after line 13) of the Bill is amended by omitting the appropriation amount and substituting a higher figure to provide for the effects of 1999 supplementation.
Item 9, page 6 (after line 16) of the Bill is amended by omitting the appropriation amount and substituting a higher figure to provide for the flow on effects of 1999 supplementation.
