Purpose

To provide for the continued existence of the National Cattle Disease Eradication Trust Account.

Background

This Bill forms part of a package of legislation relating to uniform collection and administration procedures for certain primary industries levies and charges. This Bill provides for the saving of provisions relating to the National Cattle Disease Eradication Trust Account contained in the Live-stock Slaughter Levy Collection Act 1964 which is to be repealed by the Primary Industries Levies and Charges (Consequential Provisions) Bill 1990.

Sub-sections 10A-10C of the Live-stock Slaughter Levy Collection Act 1964, which are being retained without amendment by this Bill, deal with payments into the National Cattle Disease Eradication Trust Account (the Trust Account). Moneys raised through a component of the Live-stock Slaughter Levy are paid into the Trust Account. Under the Live-stock Slaughter Levy Collection Act 1964, the Minister may approve expenditure of moneys from the Trust Account for payments to the States, and in meeting costs incurred by the Commonwealth, for the purposes of eradicating any endemic cattle disease in Australia. Moneys may also be paid from the Trust Account, with the approval of the Minister, to reimburse the Consolidated Revenue Fund in respect of any expenses connected with eradication of an endemic disease of cattle which may have been defrayed from the Consolidated Revenue Fund. In 1989-90, industry contributions to the Trust Account totalled $21.035 million.

Main Provisions

The Bill will have effect from 1 July 1991 (clause 2).

The effect of clauses 4-6 will be save those provisions relating to the National Cattle Disease Eradication Trust Account currently contained in the Live-stock Slaughter Levy Collection Act 1964 which is to be repealed by the Primary Industries Levies and Charges (Consequential Provisions) Bill 1990.
