SHORT DIGEST OF BILLS
1. Purpose
These Bills seek to amend the principal Acts by providing financial assistance to the States to adjust approved education programs in the States in respect of cost increases. They substitute new grants for those payable under the existing terms of the Acts.
2. Provisions
The States Grants (Universities) Amendment Bill (No. 2) 1976 provides:
⢠$l.24m ($l.14m operating expenditure and $0.lm for outstanding
building projects), to adjust for known cost increases in the approved programs of grants to State Universities for the l973-75 triennium under the terms of the States Grants (Universities) Act 1972.
⢠$44m ($37.3m for operating expenditure and $6.7m for building
programs), to adjust for known cost increases the approved programs of grants to State universities for 1976 under the terms of the States Grants (Universities) Act 1976.
The States Grants (Advanced Education) Amendment Bill (No. 2) provides:
⢠supplementary grants totalling $623,510 for recurrent expenditure and
$564,340 for capital expenditure as the final cost escalation adjustments to the 1973-75 triennial grant programs for colleges of advanced education and approved non-government teachers colleges under the terms of the States Grants (Advanced Education) Act 1972.
⢠$24.829m for recurrent expenditure and $7.268m for capital
expenditure to adjust for cost increases in 1976 grant programs for the

advanced education sector under the terms of the States Grants (Advanced Education) Act 1976.
The States Grants (Technical and Further Education) Amendment Bill (No. 2) 1976 provides $5.633m for payment of supplementary grants to adjust for known cost increases in approved grant programs for the technical and further education sector over the period 1 July 1975 to 31 December 1976 under the terms of the States Grants (Technical and Further Education) Act 1974.
The States Grants (Schools) Amendment Bill 1976 provides:
⢠$55.7m for payment of supplementary grants to adjust for known cost
increases in approved grant programs for the schools sector during 1976 under the States Grants (Schools) Act 1972 and the States Grants (Schools) Act 1976.
⢠$7.6m under the States Grants (Schools) Act 1972, to adjust the 1977
grant program in respect of cost increases.
