Amends the Textile, Clothing and Footwear Strategic Investment Program Scheme Act 1999 to establish the Clothing and Household Textile (Building Innovative Capability) Scheme to replace the Textile, Clothing and Footwear Post-2005 (Strategic Investment Program) Scheme for the 2010-2011 to 2014-2015 program years.
