(Amendment to be moved by Senator Murray on behalf of the Australian Democrats in committee of the whole)
(1) Schedule 1, item 3, page 4 (line 17), after “who”, insert “is a natural person who”

(2) Schedule 1, item 5, page 10 (line 13), at the end of subsection 141K(3) add “; except that if the regulations provide for a fee for the conduct of a ballot, the quantum of the fee is limited to not more than 20% of the cost of conducting the ballot”.

(3) Schedule 2, item 3, page 13 (after line 9), at the end of section 334A, add:
(3) Regardless of when a general election is held, subsection (1) applies during any period between the issuing of the writs and polling day.

(4) Schedule 3, item 1, page 14 (lines 5 to 7), omit the item, substitute:
1 Subsection 287(1) (definition of gift )
Repeal the definition, substitute:
gift means any disposition of property made by a person to another person, otherwise than by will, being a disposition made without consideration in money or money’s worth or with inadequate consideration, including payments made at fundraising and like events, and includes but is not limited to:
(a) the provision of a service (other than volunteer labour) for no consideration or for inadequate consideration;
(b) payment of union affiliation fees or similar payments, whether of a formal membership or affiliation or not;
(c) payments for sponsorship, access or fundraising or like events;
but does not include:
(d) a payment under Division 3; or
(e) payment of an annual subscription paid to a political party, to a State or Territory branch of a political party or to a division of a State or Territory branch of a political party by a person in respect of the person’s membership of the party, branch or division.

(5) Schedule 3, item 15, page 16 (line 7), after “$100,000”, insert “as a single gift or an aggregate of multiple gifts”.
