(1)     Schedule 1, page 3 (after line 5), before item 1, insert:

(1A)  Subsection 97(2)

Repeal the subsection, substitute:

             (2)  The Secretary must waive the administrative error proportion of a debt if the debtor received in good faith the payment or payments that gave rise to the administrative error proportion of the debt.
