( 3 )     Schedule  1 , page 15 (after line 5) , at the end of the Schedule, add:

Part 5— Inquiry into vaccine compensation scheme

53  Inquiry into vaccine compensation scheme

(1)       The Minister must cause one or more persons to conduct an independent inquiry into the desirability and feasibility of establishing a scheme to provide compensation if a person suffers injury or death following vaccination.

(2)       The Minister must ensure that the person or persons conducting the inquiry have, individually or as a group, relevant qualifications or experience, including in the areas of health and immunology.

(3)       Without limiting subitem (1), the person or persons conducting the inquiry must consider the operation and effectiveness of similar schemes operating in countries, or parts of countries, outside Australia.

(4)       The Minister must cause the person or persons conducting the inquiry to give the Minister a writt en report of the inquiry within 12 months after the commencement of this item.

(5)       The Minister must cause a copy of the report to be laid before each House of the Parliament within 15 sitting days of that House after the day on which the Minister receives the report.
