(1)     Schedule 1, page 7 (after line 14), after item 3Q, insert:

3V  At the end of Subdivision B of Division 4 of Part 2

Add:

23AC  Ministerial response to review of heat pump water heaters by Council of Australian Governments

             (1)  The Minister must respond to the report of the Council of Australian Governments’ review of heat pump water heaters (the review report ).

             (2)  As part of that response, the Minister must commission an independent assessment of the review report to be undertaken by a panel of two or more people, including at least one person who is not employed by the Commonwealth or a Commonwealth authority.

             (3)  The assessment must consider the suitability of including heat pump water heaters within the scheme constituted by this Act.

             (4)  The panel must give the Minister a written report of the assessment (the assessment report ) within 30 days of the Minister receiving the review report.

             (5)  The Minister must cause a copy of the response required under subsection (1), including the assessment report, to be tabled in each House of the Parliament within 5 sitting days of receiving the assessment report.
