the earlier of the following:

                     (a)  a single day to be fixed by Proclamation;

                     (b)  the first day after the end of the period of 6 months beginning on the day on which this Act receives the Royal Assent.

(2)     Schedule 1, item 12, page 20 (line 16), omit “30 April 2003”, substitute:

the earlier of the following:
