(1)     Schedule 1, Part 2, page 5 (after line 11), at the end of the Part, add:

21       At the end of subsection 35(8)

Add:

             (9)  A student is and shall be taken to have been at all times, an exempt student in relation to a course of study if:

                     (a)  the student is a fee paying student; and

                     (b)  the student is a domestic student; and

                     (c)  the student is undertaking a particular undergraduate course of study; and

                     (d)  the student enrolled in that course of study with a universities admission index (UAI) which was lower than the general UAI applying at the time for enrolment in that course.
