Senator STEELE HALL (South AustraliaLeader of the Liberal Movement) - I propose to support the Opposition's amendment on the basis that it is not limiting but expansive on the type of mining that may be carried out and that it places the onus completely on the government of the day as to whether mining will be carried out by a government authority. It is limiting, I suppose, on the power and discretion of the Minister, but only insofar as that he must obtain the Cabinet decision to support his view. I can see nothing unreasonable about the Opposition 's amendment. It would certainly allow an interpretation and operation of this clause according to the policy of the Government of the day.
