Senator Mulvihill asked the Minister representing the Minister for Labor and Immigration, upon notice:

(   1 ) Was former United Nations' Control Commission officer in Vietnam and Hungarian national, Lieutenant Lajos Miko, granted permanent domicile or Australian citizenship.

(2)   If Lieutenant Miko was only granted permanent domicile, what form of screening will be applied to confirm that he is not a 'double agent' if he should seek Australian citizenship.

(3)   Who prepared the initial report that cleared Lieutenant Miko for entry to Australia.

(4)   Do immigration statistics indicate persons who enter Australia in a similar manner to Lieutenant Miko.

(5)   Is there a permanent register of person granted permanent domicile but not Australian citizenship; if so, how many persons are on the register.


Senator Bishop - The Minister for Labor and Immigration has provided the following answer to the honourable senator's question:

(   1 ) Lieutenant Lajos Miko was granted permanent domicile in Australia.

(2)   Three years residence in Australia is a prerequisite for Australian citizenship so that Lajos Miko would not be eligible to apply until 1977. Candidates must satisfy the Minister that they are fit and proper persons for Australian citizenship and normal enquiries would be made in this connection if Mr Miko should apply.

(3)   The initial report was prepared by an officer of the Department of Foreign Affairs and the case was then assessed by senior officers in the Department of Immigration.

(4)   No.

(5)   All persons entering Australia as migrants have permanent residence; only those who apply after three years residence may be granted Australian citizenship. A record of persons granted Australian citizenship is maintained.
