Senator SIM (WESTERN AUSTRALIA) - I ask the Minister for Foreign Affairs whether he believes that the Department of Foreign Affairs is hampered in its dealings with nations because it has insufficient authority to co-ordinate all aspects of Australia's relations with other nations. If so, in what way does he believe the authority and powers of the Department of Foreign Affairs should be expanded? Would an increase in the scope and operation-of the Department benefit this nation?
