Senator WRIEDT (Tasmania) (Minister for Primary Industry) - I do not want to go through this matter again because the reasons for the Government's decision have been related to the Senate. I suggest that Senator Little read today's Hansard which contains a list of some of the punitive provisions in the laws of other countries. They are much more severe than what is proposed in this legislation. We are not writing in any punitive clauses against individuals. If Senator Little reads the list of laws of other countries which were read out by Senator Laucke he will see terms of imprisonment and fines which can be imposed on individuals who are caught fishing in the waters of other countries. This legislation does not intend to take such punitive action against individuals, certainly not in a mandatory way quite apart from what the court may decide to do.
