Senator SIM (Western Australia) - I have listened to the explanation of the Minister. As I understand him, he has said that boats will be seized and that the owners can apply to the court, which will make the ultimate decision whether the boats should be confiscated or returned. The onus is on the owners to put up a case.


Senator Wriedt - Yes.


Senator SIM - I want to ask what will happen in the event of seizure of a boat from a country with which Australia has no diplomatic relations, such as Taiwan. Would there be any problems in regard to a Taiwanese shipping owner being able to make application to an Australian court?
