Senator GREENWOOD (VICTORIA) My question is directed to the Minister representing the Prime Minister. Does the Minister recall that a meeting took place in Canberra on 11 October between the Prime Minister and the Premiers of the States which dealt with the position of local government in the Loan Council? Is it not a fact that subsequent to that meeting the Prime Minister instituted the particular referendum Bill to enable the Commonwealth to borrow on behalf of local government? With that remembrance, is it also a fact that proposals which the Government is now putting forward in that referendum Bill were not the subject of discussion at the meeting but have arisen only because the arguments of the States against local government representation on the Loan Council were overwhelming and unanswerable even by the Prime Minister? Will the Minister therefore lay on the table of the Senate for the benefit of the coming debate on this proposal, and before the debate takes place, the transcript of the meeting which took place between the Prime Minister and the Premiers?


Senator MURPHY I cannot answer all of the honourable senator's question except to say that on my recollection— I was present at the meeting, I think—som e of what he says is quite incorrect. I will refer to the Prime Minister the request that the transcript be tabled.
