Senator RAE - I ask a question of the Minister representing the Treasurer. I refer to a question asked by me on 8 November seeking consideration of means of assisting local government bodies with heavy and unusual fund raising needs for programs such as sewerage to obtain loans without entering into long term commitments at abnormally high interest rates. Is it a fact that the Tasmanian Government has turned down an offer of approximately $lm from the Commonwealth Government for sewerage works? Was this an offer of a grant or a loan? If it was a loan can the Minister indicate what was the interest rate? If interest rates fell, could it have been repaid and other, lower interest rate, loans obtained?
