Senator Douglas McClelland (NEW SOUTH WALES) (Minister for the Media) - This Bill is yet another example of this Government's policy to assist those who are most in need. I appreciate, using Senator Marriott's words, that the Bill has the wholehearted and enthusiastic support of the Opposition. Senator Marriott mentioned the Senate Select Committee on Drug Trafficking and Drug Abuse of which he was a member. On behalf of the Government I pay tribute to the work of that Committee and also to the work done by the Senate Standing Committee on Health and Welfare which inquired into the problems of the mentally and physically handicapped. I think that this Bill, when enacted and put into effect, will very much ameliorate many of the conditions complained of by those who are not so fortunate. I thank the Opposition for the speedy passage that it has given to the legislation.
