That the Bill be now read a first time.

Question resolved in the affirmative.

Senator Withers - As I understand it Orders of the Day Nos. 2, 3, 4, 5 and 6 are eventually to be dealt with in a cognate debate. I think there has been agreement between Senator Cotton and Senator Murphy on this. Perhaps the best thing to do is for the second reading speeches to be made and then Senator Cotton will deal with Orders of the Day Nos. 2, 3, 4, 5 and 6 in his speech.
