The PRESIDENT - I understand your difficulties at the present moment. I am not treating this matter as a formal matter at this stage. I am quite prepared to have it discussed as the introduction of General Business. The Leader of the Opposition may care to express a point of view also also.


Senator CAVANAGH - For the purpose of allowing the Leader of the Opposition to move a motion, if he so desires, I seek leave to continue my remarks later.
