Senator CAVANAGH (South AustraliaMinister for Aboriginal Affairs) - I would not have thought that it was the approval of the Treasurer. I would have thought that it was the approval of the Parliament and that we are deciding that matter now. We are deciding now that we will guarantee a loan to Papua New Guinea and if it does not meet the loan we undertake to pay accordingly. I would have thought that we were making the decision and making it mandatory on the Treasurer to pay the amount.
