Senator Douglas McClelland (NEW SOUTH WALES) asked the Minister representing the Minister for Education and Science, upon notice:

(1)   What arrangements exist in each of the States concerning the purchase of books by (a) Government schools, and (b) non-Government schools with funds made available under the Commonwealth Secondary Schools Libraries Programme.

(2)   What amount has been made available to date in each of the States for (a) Government schools, and (b) non-Government schools for this purpose.

(3)   Arc the States responsible for the funds made available to non-Government schools as well as to Government secondary schools; if not, who is in fact responsible for the administration of such funds.


Senator WRIGHT - -The Minister for Education and Science has provided the following replies to the honourable senator's question:

(1)   These arrangements vary from State to State.

(I)   (a) My understanding of the arrangements in each State which applied in the period 1969- 1971 are set out below. Stales modify their arrange- 1 ments from time to time.

New South Wales

Government secondary schools receive n cash grant with which they purchase books of their choice direct from booksellers, and in addition are able to select books from a list prepared by the State Education Department up to a certain value depending on the size of the school. Books selected in this way are centrally purchased, with substantial savings thus effected.

Victoria

All High and Technical schools received a cash grant basically determined at the rate of $1 per pupil, but special loadings applied to small and/or disadvantaged schools.

Queensland

Schools are allocated a grant related to existing bookstock, which they use to purchase books directly from booksellers. Invoices are submitted to the Education Department which pays the accounts after approving the lists of purchases.

South Australia

Schools select books from lists prepared by the Education Department and purchases are made centrally by tender. Allocation of grants is related to enrolments with a loading for small schools with matriculation classes.

Western Australia

Schools select from Education Department lists up to a value determined by enrolment and need for bookstock. Purchases are made centrally by tender.

Tasmania

Schools select from Education Department lists and purchases are made centrally.

(1)   (b) Individual non-government schools which have accepted an offer of assistance for the purchase of books, on the conditions on which the offer is made, submit to the Minister their lists of proposed purchases and their prices, for approval. The main purpose is to ensure that the selected books are of a standard appropriate to secondary education and that the proportion of fiction to non-fiction is in accordance with the recommendations of the Commonwealth Secondary Schools Libraries Committee. Following approval of the lists, the Minister authorises payment of the amount offered in the calendar year in which the grant is available.

(2)   The following tables set out for the period J969-I971, the first triennium of the Commonwealth Libraries Programme, : the information sought.

(2)   (b) Non-Government Schools - Funds Allocated for Purchase of" Bookstock 1969-1971

 

(3)   The States are responsible for the administration of funds made available to them under the Commonwealth Secondary Schools Libraries Programme, within a general ' programme which the Minister approves, only as far as their own secondary schools are concerned. The entitlement of non-government schools to assistance is assessed by the Commonwealth Secondary Schools Libraries Committee. The State Advisory Committees concerned determine priorities among the schools for which they are responsible and recommend to the Minister specific grants for the schools concerned during each period of the Libraries Programme. Payments to individual schools are authorised by the Minister when the school has fulfilled the conditions attached to its offer of assistance.
