Senator ANDERSON (New South Wales) (Minister for Customs and Excise) . - My explanatory note is most uninformative. lt states that the proposed new sub-section replaces section 91 (4.) of the Broadcasting and Television Act. That does not help us nor does it help to answer the argument put by Senator Wright. I am told that the proposed new sub-section repeats section 91 (4.). This is a machinery provision for the purposes of section 92h. which refers to the currency of licences. Section 80 of the Act to which Senator Wright referred makes it clear that the renewal is effected by way of the granting of a new licence. That was the point to which I think Senator Wright directed his argument. This has always been done in that way under the existing Act. Section 80 makes it clear that the renewal is effected by way of the grant of a new licence. The proposed new section merely repeats what is contained in the existing section 91 (4.).
