Senator GORTON (Victoria) (Minister for Works) . - I shall answer the last point first. Obviously if this amendment had been in the mind of the Government from the beginning, it would not have been omitted from the original Bill. It was inserted as an amendment later because it was not in mind previously. As to the first part of the question asked by the Leader of the Opposition, I believe it would be true to say that consultations on this matter have taken place with the various organisations concerned.


Senator McKenna - Does that apply to section 109a (3.)?
