Senator BUTTFIELD (SOUTH AUSTRALIA) - I direct a question to the Minister representing the Minister for Territories in relation to the statement that he read in this chamber yesterday, in which it was announced that £300 million would be made available to the Territory of Papua and New Guinea over the next few years. In view of the fact that so many of the people of New Guinea are anxious to repay as far as possible money made available to them, has any thought been given to making any of this money available on a long term basis at a low rate of interest so that they may feel that they will be expected to pay some of it back?
