Senator TANGNEY asked the Minister representing the Acting Treasurer, upon notice -

1.   In view of the national disasters such as floods, cyclones and bush fires which have recently occurred in several States, will the Minister consider establishing a National Disaster Fund in order to help State Governments and private citizens to overcome the financial losses involved?

2.   As large payments are always made by the Commonwealth Government on the application of State Governments, would not delay in payment of such sums to disaster sufferers be minimised by such a scheme, if placed on a business footing, so that all citizens in Australia would accept their just portion of the burden now borne by those willing to develop the areas of this continent which are subject to such disasters?
