Senator CORMACK (VICTORIA) - My question, which is addressed to the Minister representing the Minister for External Affairs, arises as a result of an answer given by faim in reply to the question asked by Senator Branson. I ask: Is it not a fact that the taking of whales is governed by what is known as the Oslo whaling convention? Is it a fact that Russia has never subscribed to the Oslo convention? Also, is it a fact that Russia has always refused to carry an observer on any Russian whaling ship in accordance with the Oslo whaling convention and, therefore, there is no possibility of being able to police Russian depredations on the whaling scene?
