Senator ANDERSON - The PostmasterGeneral has supplied the following answers -

1.   Australia attended a number of international meetings at which were examined proposals for the establishment of an internationally-owned satellite communications system. The system is open to all members of the International Telecommunication Union. Recently agreement was reached on the interim arrangements to establish a global satellite communications system pending the establishment of a permanent organisation in 1970. The agreement was expressed in two interrelated documents, one of which was governmental in character containing the basic principles of agreement for the interim arrangements while the other deals with the financial and technical aspects for the establishment and operation of the system. Australia has signed the documents, copies of which have been tabled in the Parliament.

2.   No. Australia's payments during the current financial year will be funded from the internal resources of the Overseas Telecommunications Commission (Australia) under the authority provided in section 48 of the Overseas Telecommunications Act 1946-1963. Any contributions which cannot be funded from the Commission's internal resources in any year will be submitted to the Parliament for approval in accordance with normal practice.
