Senator McKENNA (Tasmania) (Leader of the Opposition) . - This clause provides for the repeal of section 11a of the principal Act. The section that is to be repealed imposes an obligation that appointments to commissioned and noncommissioned ranks should be made from the ranks of the Citizen Military Forces. I put it to the Minister for Defence (Senator Paltridge): Is there any substitute for the section that has been repealed, or has that principle been abandoned? I recognise we have come a long way from the old days when people bought commissions and it was probably to guard against this possibility that section 11a was inserted in the principal Act. Could the Minister comment on that position?
