Senator ASHLEY - The Minister for the Navy has supplied the following answers : -

1.   KingBay,Nicol BayandUribes were requisitioned by the Department of the Navy under the provisions of the National Security (General) Regulations. Regulation 57.

3.   The large number of vessels which have been requisitioned by the Department of the Navyboth for itself and other departments vary from passenger liners to fishing vessels and luggers, and embrace every class and type. It is necessary to obtain full data in respect of each vessel, including an independent valua-. tion so that a uniform rate of charter may befixed for each. The Naval Charter Rates Board, which is not a full-time body, was appointed early this year, and the regulations governing the fixation of charter rates permit each owner to be given an opportunity to be heard before the board. In addition to the charter rate, the board is required to fix "establishment" charges, and before such rates are fixed it is essential in many cases to examine the books and accounts of the shipping company orfirm concerned. It is expected that the Naval Charter Rates Board will shortly arrive at a decision on the rates to be paid.
