Senator GIBSON (Victoria) .- I suggest that the Postmaster-General (Senator Ashley) delete the clause, and allow the bill to pass without it. The reconstructed clause can be inserted in the House of Representatives, and considered by the committee later. If that be done, every honorable senator will be satisfied. The matter raised by Senator Spicer is a little too difficult to be dealt with in the manner suggested by the PostmasterGeneral.
