Senator SPICER (Victoria) .- This clause is taken from the current act, but it seems to me that paragraph e is stringent, and may at times prove inconvenient. Two points occur to me in regard to it. First, I do not know how frequently the commission will meet, but I should think that it would not be impossible to have a period of two months in which there would be only two or three meetings. We know that virtually the consent of the Governor-General means the consent of the Minister, but formalities have to be gone through. I shall not move an amendment, but I suggest that if the period is to be two consecutive months, it should be sufficient to obtain the consent of the commission. The Minister should consider substituting the word " commission " for the words " Governor-General ".
