The PRESIDENT - The honorable senator is not entitled to comment on the Minister's reply.

Senator Foll - I object to the dictatorial methods adopted by the Leader of the Senate. Surely I am entitled, in a free Parliament, to ask the questions that I have addressed to the Minister, particularly as the cost of the cards referred to is borne by the general public. Surely I can ask whether, in the interests of economy, the Government should give a lead in that matter.
