The PRESIDENT (Senator the Hon. J. B. Hayes) - nOrder! The honorable senator is not in order in saying that the Government conspired with the private banks. That remark must be withdrawn.

Senator DARCEY - I withdraw it. The interest bill on a previous loan amounted to £600,000 a year, and the in terest bill on the proposed loan of £50,000,000 will be an additional impost. This money could be raised through the Commonwealth Bank free of interest. In the circumstances, the Government is not doing its duty to the taxpayers.
