Senator JAMES McLACHLAN (SOUTH AUSTRALIA) . - I endorse the remarks of Senator Keane concerning the practice of asking honorable senators to deal with measures before they are given an opportunity to examine the Minister's second-reading speech. I have raised this matter on several occasions. Again I ask why the practice followed in the South Australian Parliament cannot he adopted here, and proofs of the previous day's proceedings placed in the party rooms. Failing that a copy of the Minister's second-reading speech should be furnished to honorable senators immediately after it is delivered, or, at least, before the hill under consideration is proceeded with.
