Senator COLLINGS (QueenslandLeader of the Opposition) . - The suggestion offered by Senator Gibson does not meet with the approval of the Opposition. We decline to submit to the delay that would be occasioned by the drafting of regulations which would have to be laid on the table of Parliament. The Opposition regards this clause as the most valuable feature of the bill, and it desires to improve it. The Governor-General means the Cabinet, and the Cabinet is responsible to the Parliament. The Opposition desires the Government to be given power to do the job that it ought to do. If this amendment be rejected, the Opposition sees no value in the bill.
