Senator COLLINGS asked the Minister representing the Treasurer, upon notice -

1.   Is it a fact that the Government is considering the establishment of a civilian war risk insurance scheme?

2.   If so, is it a fact that same is to be on a contributory basis?

3.   Will the Government arrange that any such scheme is made a national responsibility in which established insurance companies have no place?

4.   Is it considered proper that information regarding this proposal should first be given to the press?

5.   Should not Parliament have been first consulted ?
